Adoption of PAES on Farm-to-Market Roads

The Board adopts the PAES through its powers under Section 9 of Republic Act No. 8559.
The Board’s enabling authority also rests on Section 9 of Republic Act No. 8981.
Section 40 of the Rules and Regulations implementing Republic Act No. 8559 authorizes the Board, in collaboration with the Integrated and Accredited Association of Agricultural Engineers and concerned agencies, to prepare and promulgate a Code of Technical Standards of Agricultural Engineering.
The Board references its earlier promulgation of a Code of Technical Standards through Professional Regulatory Board of Agricultural Engineering Resolution No. 1, series of 1998.

The Resolution establishes the Philippine Agricultural Engineering Standards (PAES) Volume VI, Series of 2009 as an additional Code of Technical Standards of Agricultural Engineering.
The PAES Volume VI serves as a technical reference for the practice of agricultural engineering.
The PAES Volume VI is required to be used in professional practice, specifically in signing and sealing of plans, design and specifications, and other related works by agricultural engineers.

The Resolution adopts PAES Volume VI, Series of 2009 as additional technical standards specifically for farm-to-market roads.
PAES Volume VI includes a Checklist for Enhanced Identification, Prioritization and Selection of Farm-to-Market Roads.
PAES Volume VI includes engineering requirements for earth farm-to-market roads.
PAES Volume VI includes engineering requirements for gravel farm-to-market roads.
PAES Volume VI includes engineering requirements for bituminous farm-to-market roads.
PAES Volume VI includes engineering requirements for concrete farm-to-market roads.

The Board recognizes joint collaboration in preparing PAES Volume VI between the Philippine Society of Agricultural Engineers (PSAE) and the National Agricultural and Fishery Council (NAFC).
The Board recognizes that PSAE has an approved internal mechanism through PSAE Board Resolution No. 16, series of 2008, which approved PAES Volume VI, series of 2008, and endorsed it to the Board for adoption and promulgation.
The Board adopts PAES Volume VI, series of 2009 as an additional technical standards code, presented as an Annex to the Resolution.

The Board resolves to adopt PAES Volume VI, series of 2009 as an Annex to the Resolution.
The adopted PAES Volume VI is designated to serve as an additional Code of Technical Standards of Agricultural Engineering.
The Resolution becomes effective only after approval by the Commission, and only after fifteen (15) days from publication in the Official Gazette or in any newspaper of general circulation.

The Resolution is signed by George Q. Canapi as Chairman, with Members Ariodear C. Rico and Domingo F. Tabbal.
The Resolution is attested by Carlos G. Almelor, Secretary, Professional Regulatory Board.
The Resolution is approved by Nicolas P. Lapeaa, Jr. as Chairman, and Commissioners Ruth Raaa Padilla and Nilo L. Rosas.
