Responsibility for System Maintenance and Data Updates
- The Department of Social Welfare and Development (DSWD) is tasked with maintaining the NHTS-PR.
- DSWD will serve as the central repository for data on poor households.
- Data on poor households must be updated every four years to ensure accuracy and relevance.
Utilization of NHTS-PR Data by Government Agencies
- All NGAs must use NHTS-PR-generated data to prioritize beneficiaries of social protection programs and projects.
- This ensures that social welfare benefits are directed specifically to qualified poor households, enhancing targeting efficiency and reducing leakage.
Integration with the Unified Multi-Purpose Identification (UMID) System
- DSWD, in coordination with the Social Security System (SSS), the National Economic and Development Authority (NEDA), the National Statistics Office (NSO), and other agencies involved with UMID, shall adopt UMID as the primary ID system for NHTS-PR upon its operationalization.
- This integration aims to strengthen the monitoring and management of social welfare and protection program beneficiaries.
Modification and Repeal of Inconsistent Issuances
- Any executive issuance, order, or provision that conflicts with this Executive Order is considered modified or repealed to the extent of inconsistency.
Immediate Effectivity
- This Executive Order takes effect immediately upon signing.
- It underscores the government's commitment to a streamlined, efficient, and unified targeting mechanism in social welfare programs to reduce poverty nationwide.
