Creation of the Office for Transportation Security

Reconstitution of the National Civil Aviation Security Committee (NCASC)

  • The NCASC is composed of high-ranking officials from various government agencies, airport authorities, and security groups, including:
    • Secretary of DOTC (Chairman)
    • Secretary of the Department of Interior and Local Government (Co-Chairman)
    • Undersecretary of DOTC Office for Transportation Security (Vice-Chairman)
    • General Managers of major international airports
    • Representatives from the Philippine National Police Aviation Security Group, Bureau of Customs, Bureau of Immigration, among others.

Functions and Responsibilities of NCASC

  • Responsible for implementation and maintenance of the NCASP.
  • Key responsibilities include:
    • Defining and allocating tasks to government agencies, airport authorities, aircraft operators, and other entities involved.
    • Coordinating security activities and ensuring cooperation among involved parties.
    • Ensuring each international airport adopts a written security program that complies with NCASP requirements.
    • Establishing an authority at each international airport to oversee security control implementations.
    • Setting up airport security committees to assist in the coordination of security measures.
    • Collaborating with the Task Force for Security of Critical Infrastructure under the Cabinet Oversight Committee on International Security.
    • Performing other necessary functions as assigned for transportation security.
  • The Office for Transportation Security serves as the Secretariat of the NCASC.

Repeal of Inconsistent Orders and Issuances

  • All prior orders, rules, regulations, or issuances inconsistent with this Executive Order are repealed or modified to conform with its provisions.

Effectivity

  • The Executive Order and its provisions take effect immediately upon issuance on January 30, 2004.
