  • Fines applied only after due notice and hearing.

Repealing Clause

  • All conflicting Memorandum Circulars, rules, regulations, and issuances are amended or repealed accordingly.

Effectivity Clause

  • The Circular takes effect fifteen (15) days after publication in a newspaper of general circulation.
