Qualification Requirements Under the MRQSEPG

  • Applicants must be either:
    • Graduates of maritime or related courses,
    • Have at least one year of sea experience,
    • High school graduates with sufficient related land experience.
  • These applicants qualify for registration and participation in overseas employment programs.
  • Applicants not meeting the minimum requirements may still be registered under a C3 category.
  • C3 category registration is limited to positions specified by MRQSEPG and requires:
    1. Guaranty Undertaking by the manning agency/shipping company (new format mandatory).
    2. Certification from the educational institution regarding the registrant’s highest educational attainment.
    3. Valid Employment Contract.
    4. Medical Certificate of Fitness.
    5. Approved Routing Slip from the Seafarers Accreditation Division issued to the manning agency/shipping company.

Streamlining of the Registration Process

  • Qualified applicants receive a Permanent Registration Number and a Seaman's Registration Certificate (SRC).
  • SRC remains valid indefinitely and is only replaced upon rank/position upgrade through new licenses or additional sea experience.
  • Seafarers update their profile through the manning agency by submitting:
    • A xerox copy of the latest sea service record as shown in the SSRB,
    • Other relevant personal updates (e.g., new address, beneficiary, civil status).
  • Updates are submitted at the Employment Contract Processing Branch and transmitted to the Manpower Registry Division.
  • SRC validity of previous registrants lasts until expiration; a new SRC with a permanent registration number is issued thereafter.

Fees and Implementation

  • Registration fee for new applicants and replacement fee for upgrading registrants is set at PHP 50.00.
  • The circular is effective as of January 16, 1993.
  • It supersedes all prior inconsistent issuances.

  • Mandated for information dissemination and strict adherence by all involved parties.
  • Signed and adopted on January 6, 1993 by the Administrator, Felicisimo O. Joson, Jr.
