International and National Policy Frameworks
- Adoption of the Hyogo Framework for Action (2005-2015) as a global guideline for DRR.

Strategic National Action Plan (SNAP) 2009-2019
- SNAP formulated through inclusivity involving government, NGOs, civil society, private sector, academe, and scientists.
- A master plan and roadmap for disaster mitigation for a ten-year period.
- Current government DRR expenditures are equivalent to annual economic losses but only partially address SNAP objectives.
Adoption and Priority Programs of SNAP (Section 1)
- SNAP adopted with 18 priority programs and projects (P/Ps).
- Agencies of Primary Responsibility (APR) designated for each program/project.
- Examples of programs include the Disaster Risk Management Act, mainstreaming DRR into peace processes, resource mobilization, forecasting and early warning, and risk evaluation.
Institutionalizing DRR (Section 2)
- Mandatory integration of DRR into policies, plans, and programs for all government agencies and GOCCs.
- Explicit budget lines for DRR projects within agency budgets.
- Encouragement of cooperation with NGOs, private sector, and local government units (LGUs) to build safer communities.

Implementation and Coordination Mechanisms (Section 3)
- The Office of Civil Defense (OCD) to oversee SNAP implementation and coordinate with APRs.
