Established Framework for Regional Planning
- Regional planning is based on existing laws: PD 1, LOI 542, LOI 542-A, and PD 1200.
- Each region has formulated its own development plans aligned with the national planning process.
Need for Regional Development Investment Program (RDIP)
- There is an urgent need to translate regional plans into actionable programs and projects.
- RDIP serves to consolidate and integrate development efforts of national agencies, local governments, government entities, and the private sector.
- Establishes coherent guidelines for budget allocation based on project priorities.
- A prototype RDIP in Central Visayas (Region VII) proved effective in resource allocation and fostering popular participation.
Section 1: Adoption of RDIP
- RDIP shall be adopted initially in Central Visayas and later in other regions as appropriate.
- Serves as the implementing framework for five-year regional development plans.
- Focuses on accelerating regional development via specific programs and projects.
Section 2: RDIP as Basis for Resource Allocation
- RDIP is the primary basis for public sector resource allocation in the regions.
- All development activities by national government, local governments, government corporations, and development authorities must align with the RDIP.
- Subject to current orders and regulations, particularly those related to economic measures amid the international energy crisis.
Section 3: Responsibility for RDIP Preparation
- Regional Development Council (RDC) is responsible for preparing the RDIP.
- Formulation involves coordinated participation of regional offices and ministries.
- National Economic and Development Authority (NEDA) regional offices provide supervision and technical assistance.
Section 4: Integrated Area Development Approach
- RDIP formulation adopts the Integrated Area Development (IAD) approach.
- Ensures coordination and complementation of various programs and projects.
- Includes projects by national agencies, local government units, government-owned corporations, development authorities, and the private sector where applicable.
Section 5: Integration Within Existing Planning and Review Processes
- RDIP formulation, adoption, and implementation are integrated into existing regional and national planning, budgeting, and implementation mechanisms.
- Once approved by the NEDA Board, the RDIP undergoes regular and periodic reviews by NEDA and RDCs.
- Ensures responsiveness to development changes affecting the region.
Section 6: Authority of the Minister of Economic Planning
- The Minister of Economic Planning, as NEDA Director-General, may issue rules, regulations, circulars, and orders related to RDIP processes nationwide and regionally.
Section 7: Effectivity
- The Executive Order takes effect immediately upon issuance.
