- Career Executive Service Board directed by Letter of Instructions No. 146 (November 14, 1973).
- Tasked with formulating rules, standards, and procedures specifically on compensation.
- Career Executive Service Officers already appointed upon Board recommendation.
Adoption of Compensation Scheme (Section 1)
- Scheme is adopted as recommended by the Career Executive Service Board under the Integrated Reorganization Plan.
- Compensation is categorized by ranks and salary grades:
- Rank I: Undersecretary (Grade 2: P41,232; Grade 1: P39,240).
- Rank II: Assistant Secretary, Bureau Director, Regional Director with grades ranging from P32,184 to P39,240.
- Rank III: Assistant Bureau/Regional Director with grades ranging from P26,388 to P32,184.
- Rank IV: Regional Director, Chief, Department Service grades from P22,728 to P26,388.
- Rank V: Assistant Regional Director with grades from P19,584 to P22,728.
Appointment and Salary Progression (Section 2)
- Original and promotional appointments issued by the President upon Board recommendation.
- Appointments correspond to rank, grade, and salary.
- Subsequent salary increases may be granted within ranks per the Board’s rules and regulations.
Salary Starting Points and Conditions (Section 3)
- Career Executive Service Officers generally start at Grade 2 of their rank.
- Other incumbents and new appointees not members of the Service start at Grade 1.
- Salary increases and rank promotions for non-members contingent on satisfactory completion of the Career Executive Service Development Program and Board requirements.
- No salary reduction for incumbents due to implementation; successors’ salaries must conform to the scheme.
Coverage and Equivalency of Positions (Section 4)
- Scheme governs salaries of all existing and future positions within the Career Executive Service.
- Applies also to positions deemed equivalent in category by the Career Executive Service Board.
Authority to Grant Higher Salaries (Section 5)
- The President may authorize salaries higher than those in the scheme for individuals with specialized skills or exceptional talent.
Implementation and Effectivity (Sections 6 and 7)
- The Compensation Scheme takes effect upon approval.
- The Decree itself takes effect immediately upon approval.
