No Renewal Policy of Student Driver's Permit

  • SDP validity: one (1) year from issuance date
  • No renewal allowed after expiration
  • Holders must apply for a new SDP after expiry if they wish to continue apprenticeship
  • New apprenticeship period starts upon issuance of new SDP
  • Conversion of SDP into a regular driver's license must occur within the one-year validity period

Issuance of Duplicate Student Driver's Permit

  • Duplicates issued only in case of loss
  • Duplicate validity limited to remaining validity period of original SDP
  • If original permit expired, a new SDP application is required
  • New apprenticeship period applies to new SDP

Geographic Area of Responsibility (GAOR) Rule in SDP Conversion

  • Driving license conversion applications accepted only within the Licensing Center's jurisdiction where the SDP was issued
  • Conversion outside the SDP's GAOR requires prior issuance confirmation from the issuing district office or Licensing Center
  • Applicant must provide two stamped envelopes for confirmation communication
  • Licensing Centers must not accept conversion applications without confirmation from issuer if outside GAOR

Confirmation Process and Timelines

  • Licensing Center must send confirmation request within 24 hours after applicant’s compliance
  • If next day is non-working, the 24-hour count resumes from next working day
  • Issuing office must respond to confirmation request within 24 hours upon receipt

Supersession and Effectivity

  • Previous inconsistent memoranda, circulars, or orders are superseded by this Administrative Order
  • Immediate effectivity of this Order upon issuance
