Legal basis and cited issuances
- Presidential Decree No. 360 is issued by virtue of the President’s powers as Commander-in-Chief of all AFP.
- The decree is made pursuant to Proclamation No. 1081 (September 21, 1972) and Proclamation No. 1104 (January 17, 1973).
- The decree is also made pursuant to General Order No. 1 (September 22, 1972) as amended.
- The decree directs restructuring of AFP hierarchical grade relationships to align AFP command and staff ranks with international and functional requirements.
Purpose and declared intent
- The decree is intended to correct mismatched grade authorizations in AFP top command positions and their immediate subordinates.
- The decree is intended to maintain a “pyramidal pattern” in the AFP Command and Staff structure by strengthening the stature of pivotal and sensitive positions.
- The decree recognizes increased military responsibilities linked to Presidential Proclamations No. 1081 and No. 1104.
- The decree recognizes the increased AFP standing force from 21,000 in 1948 to 100,000 beginning July of the referenced year.
Authorized AFP grades by position
- Chief of Staff, AFP is authorized the grade of General (0-10).
- Vice Chief of Staff, AFP is authorized the grade of Lieutenant General (0-9).
- Commanders of Major Services, AFP are authorized the grade of Major General (0-8).
- Commander of Presidential Security Command, AFP is authorized the grade of Major General (0-8).
- Deputy Chief of Staff, AFP is authorized the grade of Major General (0-8).
- Deputy Chief of Staff for Home Defense is authorized the grade of Brigadier General (0-7).
- Deputy Chief of Staff for Personnel, J1 is authorized the grade of Brigadier General (0-7).
- Deputy Chief of Staff for Intelligence, J2 is authorized the grade of Brigadier General (0-7).
- Deputy Chief of Staff for Operations, Organizations & Training, J3 is authorized the grade of Brigadier General (0-7).
- Deputy Chief of Staff for Logistics, J4 is authorized the grade of Brigadier General (0-7).
- Deputy Chief of Staff for Plans, J5 is authorized the grade of Brigadier General (0-7).
- Deputy Chief of Staff for Comptrollership, J6 is authorized the grade of Brigadier General (0-7).
- Deputy Chief of Staff for Material Development and Foreign Military Assistance, J7 is authorized the grade of Brigadier General (0-7).
- Inspector General, AFP is authorized the grade of Brigadier General (0-7).
- Commanders of Task Forces, Major Units, and other key positions are authorized the grade of Brigadier General/Commodore as the President may direct.
- The authorized grades apply in the AFP and are stated with their equivalent in the Philippine Navy.
Required officer-strength percentages
- General Officer of the Regular Force is fixed at 0.75 percent of the total officer strength authorized for the AFP.
- Colonel is fixed at 5.2 percent of the total officer strength authorized for the AFP.
- Lieutenant Colonel is fixed at 11.6 percent of the total officer strength authorized for the AFP.
- Major is fixed at 17.2 percent of the total officer strength authorized for the AFP.
- Captain is fixed at 19.7 percent of the total officer strength authorized for the AFP.
- First/Second Lieutenant is fixed at 45.55 percent of the total officer strength authorized for the AFP.
Monthly base rate and retirement grades
- The decree sets the rate of monthly base for Lieutenant General of the Armed Forces of the Philippines at P1,750.
- The retirement grade of the Chief of Staff, AFP is General.
- The retirement grade of the Vice Chief of Staff, AFP is Lieutenant General.
- The retirement grade of the Major Service Commanders is Major General, and this includes their retirement benefits.
Effects on inconsistent issuances
- Presidential Decree No. 360 repeals or supersedes all laws, executive orders, general orders, or decrees that are in whole or in part inconsistent with the decree.
- The decree is effective as the governing rule for the AFP command and staff grade authorizations it prescribes.
