Legal basis and enabling authority
- Executive Order No. 903 (the Charter of the Manila International Airport Authority) authorizes the MIAA to levy and collect dues, charges, fees, or assessments for the use of airport premises, facilities, or services.
- The Resolution implements the MIAA’s authority to adjust parking rates at NAIA facilities through Board approval.
Policy statement and purpose
- The MIAA Board approves the adjustment of parking rates at NAIA facilities after due consultation with stakeholders.
- The rate adjustment is undertaken for parking services subject to the MIAA’s regulatory authority under Executive Order No. 903.
Public consultation and procedural requirement
- The Resolution approving the parking rate adjustment is premised on a public hearing/consultation.
- The Notice of Public Hearing/Consultation is published for two (2) consecutive weeks on December 30, 2011 and January 6, 2012.
- The public hearing is held on January 24, 2012.
- The Resolution states that due consultation with stakeholders at the public hearing satisfies the basis for approval.
Approved parking rates at NAIA
- The Resolution approves the following parking rates for NAIA facilities, stated as VAT-inclusive rates, including time-range rules for “Visitors Parking”:
- Visitors Parking—Sedan/Van & other 4-wheel vehicle:
- Proposed rate: PHP 40.00 (VAT-inclusive)
- Time rule: First 3 hours/succeeding hour or fraction thereof
- Per-hour/succeeding-hour or fraction charge: PHP 15.00
- Visitors Parking—Bus/Trucks:
- Proposed rate: PHP 100.00 (VAT-inclusive)
- Time rule: First 3 hours/succeeding hour or fraction thereof
- Per-hour/succeeding-hour or fraction charge: PHP 20.00
- Visitors Parking—Motorcycle:
- Proposed rate: PHP 15.00 (VAT-inclusive)
- Time rule: First 3 hours/succeeding hour or fraction thereof
- Per-hour/succeeding-hour or fraction charge: PHP 5.00
Overnight, damaged/lost cards
- Visitors Parking—Overnight (any 24-hour cycle):
- Proposed rate: PHP 300.00 (VAT-inclusive)
- In excess of 24 hrs rule: succeeding hour or fraction thereof to be charged P20/P15/P5
- Rate application: Bus/car/motorcycle
- Damaged/Lost Card—Transport Group and Other Concessionaires:
- Charge: PHP 500.00
Transport group and other concessionaires (parking month/slot)
- The Resolution establishes parking charges for Transport Group and Other Concessionaires using Month/Slot terms:
- Transport Group and Other Concessionaires—Sedan/Van & other 4-wheel vehicle:
- Charge: PHP 700.00 per Month/Slot
- Transport Group and Other Concessionaires—Damaged/Lost Card:
- Charge: PHP 500.00
Employee parking rates and damaged/lost cards
- The Resolution sets parking charges for Employees using Month/Slot terms:
- Employees—Sedan/Van & other 4-wheel vehicle:
- Charge: PHP 350.00 per Month/Slot
- Employees—Motorcycle:
- Charge: PHP 100.00 per Month/Slot
- Employees—Damaged/Lost Card:
- Charge: PHP 500.00
Effect, approval conditions, and continued force
- The Board approves the recommendation for adjustment of parking rates “subject to existing rules and regulations.”
- The Resolution provides that the approved parking rate adjustments are approved and are carried as the Board’s determination after consultation.
- The Secretary’s certification states the Resolution is still in full force and effect and has not been repealed, amended, or modified as of 10 April 2012.
