Gloria Macapagal-Arroyo's Executive Order No. 658 grants uniformed members of the Armed Forces of the Philippines an additional combat incentive pay of Php150.00 per day for direct engagement in combat operations against national security threats, effective July 1, 2007.

Conditions for Granting Combat Incentive Pay

  • The combat operation must be a specific mission formally covered by an Operations Order (OPORD) or Fragmentary Order (FRAG-O).
  • Only personnel expressly listed in the published task organization of the OPORD are eligible.
  • The total additional incentive pay per individual per OPORD/FRAG-O is capped at Php 1,500.00.

Funding Provisions

  • An initial amount of Php 73,000,000.00 will be allocated from the President's Social Fund (PSF) to implement the Order.
  • This funding is subject to existing accounting and auditing rules.
  • Further funding requirements for fiscal years 2007 and 2008 will be coordinated with the Department of Budget and Management (DBM) and submitted for the President’s approval.
  • Starting fiscal year 2009, the incentive pay will be included in the General Appropriations Act for budgetary purposes.

Implementation Guidelines

  • The Department of National Defense is mandated to prepare and issue the necessary rules and guidelines for the effective implementation of this Executive Order.

Repeal of Inconsistent Provisions

  • All previous executive orders, rules, regulations, or parts thereof which conflict with this Order are revoked, amended, or modified accordingly to ensure harmonization.

Effectivity

  • The Executive Order becomes effective fifteen (15) days after its publication in a newspaper of general circulation, ensuring prompt dissemination and enforceability.
