Conditions for Granting Combat Incentive Pay
- The combat operation must be a specific mission formally covered by an Operations Order (OPORD) or Fragmentary Order (FRAG-O).
- Only personnel expressly listed in the published task organization of the OPORD are eligible.
- The total additional incentive pay per individual per OPORD/FRAG-O is capped at Php 1,500.00.
Funding Provisions
- An initial amount of Php 73,000,000.00 will be allocated from the President's Social Fund (PSF) to implement the Order.
- This funding is subject to existing accounting and auditing rules.
- Further funding requirements for fiscal years 2007 and 2008 will be coordinated with the Department of Budget and Management (DBM) and submitted for the President’s approval.
- Starting fiscal year 2009, the incentive pay will be included in the General Appropriations Act for budgetary purposes.
Implementation Guidelines
- The Department of National Defense is mandated to prepare and issue the necessary rules and guidelines for the effective implementation of this Executive Order.
Repeal of Inconsistent Provisions
- All previous executive orders, rules, regulations, or parts thereof which conflict with this Order are revoked, amended, or modified accordingly to ensure harmonization.
Effectivity
- The Executive Order becomes effective fifteen (15) days after its publication in a newspaper of general circulation, ensuring prompt dissemination and enforceability.
