To ensure the safety and quality of imported processed food products, all such items must possess a Certificate of Product Registration and a Certificate of Free Sale from the country of origin before being sold in the market.

Prohibition on Sale of Imported Processed Food Without Certification

  • Due to the increasing circulation of unsafe imported processed foods, such products are prohibited from being sold or offered for sale without a Certificate of Product Registration (CPR) issued by the governing Food and Drug Office.

Requirements for Food Importers

  • Before issuance of a License to Operate (LTO) as a food importer, the following documents must be submitted:
    • Original copy of the Certificate of Free Sale (CFS) from the regulatory agency of the country of origin.
    • Proforma invoice.
  • An authenticated copy of the Certificate of Free Sale must also be submitted with the application for product registration.

Customs Clearance Procedures for Imported Food

  • Importers must present the original CPR to the Bureau of Customs as a prerequisite for the release of imported processed food products into the market.

  • This Circular was adopted on July 12, 2007, and took immediate effect upon issuance.
