Fees and Payment Procedures

  • Fines and towing fees apply to illegally stalled or parked vehicles on public roads in Metropolitan Manila
  • Fines: P200 for stalled vehicles; P500 for illegally parked vehicles
  • Standard towing fees differ by vehicle type and weight:
    • Trucks (4,000kg and above): P1,200 to P1,400 for first 4 km, plus additional fees per succeeding km
    • Cars, jeeps, pick-ups (below 4,000kg): P800 to P1,000 for first 4 km, plus additional fees
  • Payment of fines and towing fees must be made within 3 days from vehicle impoundment
  • Failure to pay within 3 days incurs an impounding fee of P80 per day
  • Unredeemed vehicles after 1 month are subject to public auction; proceeds cover charges with excess returned to owner

Supervision and Implementation

  • MMDA Traffic and Transport Management Office (TTMO) oversees towing operations and ensures guideline adherence
  • TTMO conducts inspections and inventories of MMDA-approved impounding areas
  • TTMO coordinates with local government units to ensure uniform towing regulation enforcement
  • Accredited towing companies have 15 days to comply with new guidelines after issuance

Legal and Administrative Provisions

  • All prior inconsistent rules, regulations, and issuances are amended or revoked
  • The Memorandum Circular takes immediate effect upon adoption
