- Applicants must submit Form ARSCP-001 as proof of amateur radio activity when renewing licenses.
- This form must be endorsed by a local amateur radio club recognized by the National Telecommunications Commission (NTC) or by a Class aAa Radio Amateur License holder.
- Endorsers are responsible for the legitimacy of their endorsements.
Accountability and Penalties for False Endorsements
- Class aAa license holders endorsing applicants without proper proof may face suspension or revocation of their licenses depending on the severity of the abuse.
Authorization and Regulation of Endorsing Clubs
- The Head of the Amateur Radio Service Consultative Panel determines and authorizes clubs that may endorse applicants.
- Authorization may be revoked if a club:
- Fails to comply with its Memorandum of Agreement with the NTC.
- Issues endorsements without proper proof of applicant activity.
- Uses endorsements as a money-making scheme.
Requirements for Amateur Radio Examination Applicants
- Certification of attendance at a seminar conducted by an authorized and accredited club or Class aAa license holder is mandatory before taking the amateur radio exam for Class aCa or aDa.
Seminar Authorization and Examination Passing Rate
- Authorization to conduct seminars and endorse applicants is granted by the Head of the Amateur Radio Service Consultative Panel.
- Authorization can be withdrawn if the club’s endorsement passing rate falls below 50% in any exam.
- Restoration of authorization requires conducting a seminar jointly with an accredited club achieving at least 50% passing rate.
Accreditation Process for Clubs
- Clubs must conduct a joint seminar with another club attaining a 50% passing rate to obtain authorization and accreditation.
Endorsement Restrictions for License Holders
- Class aAa license holders with endorsement passing rates below 50% lose the privilege to endorse applicants for exams or renewals.
Supersession of Prior Orders
- Any previous circulars, orders, or instructions inconsistent with these guidelines are superseded or amended accordingly.
