Submission Requirements and Endorsement
- Proof of amateur activity must be submitted via Form ARSCP-001.
- Form must be endorsed by either an NTC-recognized Amateur Radio Club or a Class aAa amateur license holder.
- Endorsers do not need the applicant to be club members.
- Endorsing clubs or individuals bear responsibility for the veracity of endorsements.
Accountability for Misrepresentation
- Misrepresentation by endorsers may lead to suspension or revocation of their licenses.
- Recommendations for sanctions are to be made by the Amateur Radio Consultative Panel.
Authorization and Revocation of Endorsing Clubs
- Head of the Amateur Radio Consultative Panel designates authorized clubs for endorsements.
- Authorization granted only to clubs focused on amateur radio activities.
- Authorization may be revoked if the club:
- Fails to comply with its Memorandum of Agreement with the NTC.
- Issues endorsements without proper proof of applicant’s amateur activity.
- Misuses endorsement privilege for financial gain.
Requirements for Amateur Radio Examination Applicants
- Applicants for class aCa or aDa exams must attend orientation seminars.
- Seminars must be conducted by authorized amateur clubs or Class aAa license holders.
- Authorization to conduct seminars and endorse examinees is issued by the Amateur Radio Consultative Panel.
Authorization Terms and Enforcement
- Authorization for clubs or license holders to hold seminars and endorse is valid for one year.
- Authorization can be suspended, canceled, or revoked for failure to comply with the Panel’s standards and agreements.
Effectivity and Supersession
- Guidelines take effect immediately upon approval.
- Supersede all conflicting orders, circulars, or instructions, in full or in part.
