Oversight and Governance
- A Committee with variable membership will oversee the implementation of these instructions.
- The Committee will be chaired by the Minister of the Budget.
- Members include the Minister of Education and Culture and the Head of the concerned Program Office.
- The Office of Compensation and Position Classification will provide technical and secretariat support.
Eligibility of Programs
- Initially limited to the specified programs mentioned (population, school supplementary feeding, community sanitation, Green Revolution, Alay-Tanim, and community-oriented pilot projects).
- Expansion to other programs requires Presidential approval upon recommendations by the Minister of Education and Culture and the Minister of the Budget.

- These instructions are issued under the authority of the President of the Philippines by virtue of powers vested by law.
