Violations Eligible Under the LETAS Settle Anywhere Policy

  • Driving without a license
  • Driving with delinquent, expired, suspended, revoked, or improper licenses
  • Failure to show, surrender, carry, or sign the driver’s license
  • Operating a vehicle as a student driver without an accompanying licensed driver
  • Operation as an unlicensed conductor
  • Seat belt violations including failure to wear or require passengers to wear seat belts and related seat allocations
  • No or improper use of Early Warning Device (EWD) on stalled or disabled vehicles
  • First offense use of slippers or sleeveless shirts when driving "for hire" vehicles
  • Absence of proper identification display
  • Issues related to canvass cover documents
  • Use of tricycles and trucks along restricted highways per specific bans
  • Disregarding traffic officers
  • Carrying unsafe loads
  • Motorcycle-related violations including failure to wear helmets, carrying excess passengers or cargo, defective motorcycle accessories, unauthorized modifications, and unsafe footwear while driving

Excluded Violations from LETAS Settle Anywhere Provision

  • Reckless driving (2nd & 3rd offenses)
  • Overcharging or undercharging fares
  • Operation of flagged taxi meters on a contractual basis

Requirements Before Release of Impounded Materials

  • Original Temporary Operator's Permit (TOP - pink copy)
  • Original Official Receipt
  • Original copy of Resolution authorizing release
  • Certificate of Seminar attendance and examination results for violations requiring such prerequisites
  • Duly accomplished Motor Vehicle Inspection Report (MVIR) noting inspection and defect corrections
  • Authorization letter if applicable

Supersession Clause

  • All previous orders, memoranda, and issuances that conflict with this memorandum circular are superseded
