Legal basis and relation to EIS rules
- Executive Order No. 192 authorizes the issuance of the EIS-related administrative framework under which EMB fees are implemented.
- Presidential Decree No. 1586 provides the legal basis for the Philippine Environmental Impact Statement (EIS) system.
- DENR Administrative Order No. 2000-37 is issued as an addendum to Article VIII, Section 1.0 of DENR Administrative Order No. 96-37.
- DENR Administrative Order No. 2000-37 sets standard costs and fees for various services rendered by the EMB relative to implementation of the Philippine EIS System.

Fees for ECC applications
- DENR Administrative Order No. 2000-37 sets the total Application for ECC fee for an Environmentally Critical Project (ECP) at PHP 6,000.00.
- For an ECP Single Project ECC, DENR Administrative Order No. 2000-37 requires the following components per project:
- Procedural Screening Fee: PHP 600.00 / project,
- Filing Fee: PHP 1,560.00,
- Processing Fee: PHP 3,600.00,
- Legal Research Fee: PHP 240.00.
- For a Non-Environmentally Critical Project (Non-ECP), DENR Administrative Order No. 2000-37 sets the total Application for ECC fee at PHP 3,000.00.
- For a Non-ECP requiring Regular IEE / IEE Checklist, DENR Administrative Order No. 2000-37 sets the per-application components as:
- Procedural Screening Fee: PHP 200.00 / project,
- Filing Fee: PHP 460.00,
- Processing Fee: PHP 2,100.00,
- Legal Research Fee: PHP 240.00.
Fees for CNC applications
- DENR Administrative Order No. 2000-37 requires a Filing Fee and Processing Fee for an Application for Certificate of Non-Coverage (CNC) at PHP 600.00 / Application.
Post-ECC processing service fees

Relationship to prior fee authorization and continuity
