Fees for EMB Services under Philippine EIS System

Executive Order No. 192 authorizes the issuance of the EIS-related administrative framework under which EMB fees are implemented.
Presidential Decree No. 1586 provides the legal basis for the Philippine Environmental Impact Statement (EIS) system.
DENR Administrative Order No. 2000-37 is issued as an addendum to Article VIII, Section 1.0 of DENR Administrative Order No. 96-37.
DENR Administrative Order No. 2000-37 sets standard costs and fees for various services rendered by the EMB relative to implementation of the Philippine EIS System.
DENR Administrative Order No. 2000-37 expressly maintains the continuing force of Article VIII Section 2.0 of DAO 96-37 on proponent responsibility for review costs.

DENR Administrative Order No. 2000-37 fixes standard costs and fees charged by EMB services for EIS System processing activities.
Fees are stated as Philippine Pesos and are non-refundable.
DENR Administrative Order No. 2000-37 applies to EMB processing actions connected with:
- ECC applications for Environmentally Critical Projects (ECPs) and Non-Environmentally Critical Projects (Non-ECPs),
- Certificate of Non-Coverage (CNC) applications,
- post-ECC processing services, and
- other EMB certification and document requests.
The fee schedule covers both application-stage charges and post-decision administrative transactions.

DENR Administrative Order No. 2000-37 sets the total Application for ECC fee for an Environmentally Critical Project (ECP) at PHP 6,000.00.
For an ECP Single Project ECC, DENR Administrative Order No. 2000-37 requires the following components per project:
- Procedural Screening Fee: PHP 600.00 / project,
- Filing Fee: PHP 1,560.00,
- Processing Fee: PHP 3,600.00,
- Legal Research Fee: PHP 240.00.
For a Non-Environmentally Critical Project (Non-ECP), DENR Administrative Order No. 2000-37 sets the total Application for ECC fee at PHP 3,000.00.
For a Non-ECP requiring Regular IEE / IEE Checklist, DENR Administrative Order No. 2000-37 sets the per-application components as:
- Procedural Screening Fee: PHP 200.00 / project,
- Filing Fee: PHP 460.00,
- Processing Fee: PHP 2,100.00,
- Legal Research Fee: PHP 240.00.

DENR Administrative Order No. 2000-37 requires a Filing Fee and Processing Fee for an Application for Certificate of Non-Coverage (CNC) at PHP 600.00 / Application.

DENR Administrative Order No. 2000-37 sets the fee for a Request for ECC Amendment at PHP 1,200.00 / requested condition.
DENR Administrative Order No. 2000-37 sets the fee for a Request for Transfer/Change of ECC grantee at PHP 500.00.

DENR Administrative Order No. 2000-37 keeps in force Article VIII Section 2.0 of DAO 96-37, requiring that the proponent remains responsible for the payment of all cost relating to the review of EIS/IEE.

DENR Administrative Order No. 2000-37 provides that certain rates indicated by an asterisk are based on Administrative Order No. 2000-16, titled Rates of Fees for Certain Administrative Services Rendered, dated February 11, 2000.
DENR Administrative Order No. 2000-37 constitutes an addendum to Article VIII, Section 1.0 of DAO 96-37, and it governs the listed standard fee amounts for EMB services under the Philippine EIS System.
DENR Administrative Order No. 2000-37 remains effective unless revoked in writing.
