LTO Department Order No. 2011-01 introduces revised administrative fees and charges for driver's and conductor's licenses, clarifying omissions from the previous order and establishing new application and penalty fees effective 15 days post-publication.

Legal basis and amendment of prior LTO order

  • LTO Department Order No. 2011-01 amends Department Order No. 2008-38 (Revised Schedule of LTO Administrative Fees and Charges on Driver’s License/Conductor’s Permit) dated 26 August 2008.
  • The amendment is issued to clarify the imposition of certain fees and charges for driver’s license and conductor’s permit due to omissions in Department Order No. 2008-38 dated 26 August 2008.
  • All previous orders, circulars, and other administrative issuances in conflict herewith are superseded and/or otherwise modified accordingly.

Purpose of the addendum

  • The order provides additional fees and charges and revisions to the existing schedule under Department Order No. 2008-38.
  • The order is intended to implement clarified and corrected administrative fee impositions for driver’s license and conductor’s permit transactions.

Fees for conductors and license classification changes

  • An Application Fee for Conductor’s License is set at PHP 100.00.
  • A Change Classification of License with one (1) or more additional Restriction Code is set at PHP 100.00.
  • An Additional Restriction Code applied separately is charged at PHP 100 (per Restriction Code).

Fees for duplicates and replacement-add-on charges

  • An Application Fee for Duplicate Driver’s License is set at PHP 50.00, in addition to the Replacement Fee of PHP 225.00, regardless of unexpired portion.
  • An Application Fee for Duplicate Conductor’s License is set at PHP 50.00, in addition to the Replacement Fee of PHP 225, regardless of unexpired portion.
  • An Application Fee for Duplicate Student Driving Permit is set at PHP 50.00.

Penalties for delinquency (non-professional, professional, conductors)

  • Delinquent penalties for Non-Prof, Prof, Conductor’s License apply based on the delinquency period, with the following charges:
    • Delinquent for one (1) day to one (1) year: PHP 75.00.
    • Delinquent for one (1) year & one day to two (2) years: PHP 150.00.
    • Delinquent for two (2) years & one day to ten (10) years: PHP 225.00.
