Composition of the Commission
- Chaired by the Minister of Education, Culture and Sports.
- Members include the Deputy Minister for Culture, Director of the National Historical Institute, President of the Cultural Center of the Philippines, a Deputy Minister designated by the Minister of Tourism, and a representative from the Office of the President.
Mandate and Objectives
- Formulate and maintain national cultural and arts policy frameworks.
- Promote a sense of national pride through conservation of cultural heritage.
- Ensure freedom and support for diverse artistic expressions.
- Collaborate with government and private sectors to promote culture nationally and internationally.
Powers and Functions
- Establish an administrative secretariat headed by the Deputy Minister for Culture.
- Conduct consultations with cultural subsectors to promote participation in policy-making.
- Coordinate with governmental and non-governmental entities to facilitate reforms and support.
- Develop and promulgate policies supporting cultural heritage preservation and arts development.
- Authorize organizational transfers or changes as recommended by advisory bodies.
- Generate resources from various sectors for culture and arts development.
National Committees and Sub-Commissions
- Formation and coordination of 14 national committees under three sub-commissions:
- Sub-Commission on Cultural Heritage (Libraries, Museums, Shrines)
- Sub-Commission on the Arts (Literary, Visual, Dramatic, Broadcast, Music, Dance, Film)
- Sub-Commission on Cultural Dissemination (Language, Cultural Events, Ethnic Culture, Cultural Education)
- The chairpersons of these committees constitute the National Advisory Board to the Commission.
Organizational Structure and Staffing
- The Chairman will approve the Commission’s position structure and staffing within 120 days.
- Authorized positions shall be filled through regular appointments by the Chairman or the President.
Performance Evaluation
- The Chairman must implement a system for regular, objective performance evaluation of the Commission.
- Annual performance reports must be submitted to the President.
Procedural Safeguards for Reorganization
- Reorganizational changes materially affecting third-party rights require prior notice or consent as per existing agreements.
- No changes to the reorganization are valid without prior Presidential approval to maintain efficiency.
Funding
- An appropriation of Ten Million Pesos from the National Treasury is allocated to the Commission, subject to availability and proper procedures.
Implementing Authority
- The Chairman is empowered to issue necessary rules and regulations for effective implementation of this Executive Order.
Legal Provisions
- Any unconstitutional provision of this Order does not invalidate the remaining provisions if they can operate independently.
- Existing laws or issuances inconsistent with this Order are repealed or modified accordingly.
Effectivity
- The Executive Order takes effect immediately upon approval on January 30, 1987.
