Provisions for Public Utility Buses (PUBs)

  • Mandatory display of the International Symbol of Accessibility on designated seats inside all bus units.
  • Regular buses must have at least five (5) designated seats for PWDs near entrance doors.
  • Air-conditioned buses must have at least four (4) designated seats for PWDs near entrance doors.
  • For city buses (both regular and air-conditioned):
    • Seats may be used by other passengers when not occupied by PWDs.
    • Other passengers must yield these seats to incoming PWDs.
  • For provincial buses:
    • Seats may be used by other passengers if no PWD occupies them at the trip's start.
  • In highly urbanized cities, owners/operators must install audio-visual aids (buzzers, bells, flashing lights) to inform drivers of alighting passengers.

Provisions for Public Utility Jeepneys (PUJs)

  • Must display the International Symbol of Accessibility on designated seats.
  • Provision of seats for PWDs during the trip.
  • Other passengers may temporarily use these seats but must yield them to PWDs when necessary.

Requirements for Terminals, Stations, and Garages

  • Widening of doors and access to comfort rooms to facilitate wheelchair entry.
  • Installation of ramps to enable wheelchair access to waiting lounges or passenger areas.
  • Provision of specially marked seats for PWDs; other passengers may use these seats but must yield to PWDs as needed.

Non-Discrimination Clause

  • Public utility vehicles (PUVs) are prohibited from denying transportation to PWDs solely based on disability.

Penalties for Violations

  • In accordance with RA No. 7277 (as amended):
    • First Offense: Fine of P50,000.00
    • Second Offense: Fine of P100,000.00
    • Third Offense: Cancellation of Franchise or Certificate of Public Convenience (CPC)

Effectivity and Supersession

  • This Memorandum Circular supersedes any inconsistent previous issuances.
  • Takes effect immediately upon publication in a newspaper of general circulation.
