Access by Other Government Agencies

  • Other government agencies may only enter NAIA bonded warehouse premises with prior written permission from the District Collector.
  • This procedure is based on a Joint Memorandum of Agreement among the Bureau of Customs, Economic Intelligence and Investigation Bureau, Philippine National Police, and other law enforcement entities implementing Presidential Memorandum Order No. 225 dated March 17, 1989.

Uniform Requirement for Bureau of Customs Law Enforcement Personnel

  • BOC law enforcement officers must wear their official uniforms while operating inside bonded warehouse premises.
  • Personnel not in uniform are denied access.

Plainclothes Personnel Access

  • Plainclothes enforcement personnel may be allowed entry on a case-by-case basis when specifically authorized by a Mission Order.
  • Such personnel are prohibited from interfering with shipment processing, loading, or releasing unless there is a valid Alert or Hold Order.

Conditions for Placing Shipments on Hold

  • Shipments can only be placed on hold if there is an existing valid hold order issued in accordance with Customs Memorandum Order No. 8-93.
