Revised Policy on Original and Promotional Appointment to CES Officer (CESO) Ranks

  • The CESB adopted a Revised Policy on CESO original and promotional appointments per Resolution No. 453 (Sept 10, 2002).
  • The policy disassociates CESO ranks from positions, requiring qualified CES eligibles to start at CESO rank VI and allowing promotion to higher CESO ranks even if CESOs occupy the same positions for some time.

CESO Ranking Structure

  • There are six CESO ranks: Rank VI (Salary Grade 25) is the lowest; Rank I (SG 30) is the highest.
  • CESO ranks III to I are considered Senior CESOs.

Senior CESO Assessment Requirement

  • Section 6, Article II of the Revised Policy requires CESO rank IV candidates to pass a screening process before entering Senior CESO rank III.
  • This screening was implemented through the Senior Career Executive Officer (CEO) Assessment Program (SCAP) established by CESB Resolution No. 576, s. 2005.

Criticism and Evaluation of the SCAP

  • A review found SCAP inadequate in measuring true managerial competence, showing bias toward CESOs who are articulate.
  • Managerial effectiveness better determined by CESOs’ actual job performance.
  • Competence of CESOs already established by passing a rigorous four-stage eligibility examination and appointment to CESO ranks.

Abolition of the Senior CEO Assessment Program

  • The CESB resolved to abolish SCAP as a requirement for promotion to Senior CESO ranks.
  • Qualified CESO rank IV candidates may now be recommended by CESB to the Office of the President for promotion to the next CESO rank without passing SCAP.

Communication and Implementation

  • The Office of the President is to be furnished a copy of the resolution for information and guidance.
  • The resolution was adopted on February 21, 2008, and signed by the CESB Chairperson and members.

This resolution reflects a significant change in the promotional assessment process within the CES, emphasizing actual managerial competence over formal assessment programs, thereby streamlining the career progression of CES Officers.
