Repeal of prior law
- Section 1 repeals Presidential Decree No. 146, titled “Upgrading the Quality of Education in the Philippines by Requiring All High School Graduates Seeking Admission to Post Secondary Degree Programs Necessitating a Minimum of Four Years Study To Pass a National Entrance Examination and Appropriating Funds Therefor.”
- Section 1 establishes that the repeal is for the purpose of abolishing the National College Entrance Examination (NCEE).
Replacement of NCEE requirement
- Section 3 mandates that no national entrance examination shall be required for admission to post-secondary degree programs.
- Section 3 abolishes the nationwide requirement for a national college entrance examination as a condition of admission.
Relief for past exam failures
- Section 2 applies to persons who failed the examinations required under Presidential Decree No. 146 and failed to make the grade for admissions.
- Section 2 provides that such persons shall no longer be denied or refused enrollment by any school, college or university.
- Section 2 covers post-secondary programs that necessitate a minimum of four (4) years as previously prescribed under Presidential Decree No. 146.
- Section 2 subjects admission to the admission requirements of the institutions concerned.
