  • Certificates of Authority issued by the Media Advisory Council are not valid until approved by the President of the Philippines.

Rulemaking and Regulatory Authority

  • The Council must organize itself immediately upon the decree's promulgation.
  • It must promulgate rules, regulations, and guidelines within 15 days of its formation for mass media operations.
  • The rules include sanctions for infractions, subject to Presidential approval.
  • The Council assumes the functions and prerogatives of the former Philippine Press Council and the Press Consultatives Panel, insofar as consistent with this decree.
