Application of Discount by Mode of Transport

  • For TNVS and taxi services, the full 20% discount is applied to the total fare irrespective of the number of companions.
  • For other land transport modes such as Public Utility Buses (PUB), Public Utility Jeepneys (PUJ), and UV Express, the 20% discount applies solely to the fare portion corresponding to the PWD passenger.

Penalties for Violation by Operators

  • First offense: Fine of PHP 5,000.
  • Second offense: Fine of PHP 10,000 plus suspension of Certificate of Public Convenience (CPC) for six months.
  • Third offense: Cancellation of franchise.

Enforcement and Effectivity

  • The Memorandum Circular is effective immediately upon issuance dated January 19, 2018.
  • Issued under the authority of the Land Transportation Franchising and Regulatory Board (LTFRB) Chairperson and board members.
  • Ensures compliance with Executive Order No. 202, Sections 5 (k) and (l).
