The purpose is to ascertain the survival of confiscated, rescued, turned-over, or donated wildlife fauna species to ensure biodiversity conservation.
They cover wildlife species confiscated in violation of RA 9147, PCSD Resolution No. 04-243, PCSD Resolution No. 05-245, as well as abandoned, injured, wounded, accidentally caught, turned over or donated wildlife to the Palawan Council for Sustainable Development Staff (PCSDS).
It is defined as a repository of confiscated, donated, retrieved, turned-over, or abandoned wildlife species where sick, injured, confiscated wildlife are temporarily kept and rehabilitated prior to their release to their natural habitat or other authorized disposition.
The Palawan Council for Sustainable Development (PCSD) through its District Management Offices (DMOs) has sole responsibility for the disposition of such wildlife.
Wildlife in-heat, pregnant, supporting young, recovering from sickness or injury, or in severe distress such as deadly diseases or wounds must be immediately brought to the nearest Rescue Center.
Applicants must be members of a scientific institution or organization, academe, or LGU, have sufficient knowledge of wildlife biology and care, technical expertise, and be financially capable.
Facilities must include a quarantine room, food preparation room, clinic/isolation room, incubation room, and necropsy room, each equipped according to specific standards to ensure animal health and safety.
Transport must consider animal biology and behavior, with transport during the coolest time of the day, periodic checks during long trips, appropriate transport cages with ventilation, safety from environmental hazards, and accompaniment by an authorized PCSDS representative.
1) Maintain wildlife at rescue centers for conservation or educational purposes; 2) Return wildlife to the wild following proper procedures and monitoring; 3) Euthanize animals only in specified circumstances such as incurable disease or insufficient resources for release.
The provisions on prohibited acts, administrative penalties, and administrative adjudication under Chapter VI and Chapter VII of PCSD Administrative Order No. 12, series of 2011, apply to these guidelines.
