The VCCYD convenes quarterly or as needed, requires status reports from SK Chairmen, publishes the City Youth Situational Report, formulates youth welfare agenda, establishes the City Youth Registry Database, organizes the "Buwan ng Kabataan" celebration, submits accomplishments reports, and supports other youth welfare initiatives including Out-of-School Youth Programs.

The CYSR is an annual report based on the data submitted by SK chairmen, containing statistical demographic data, identifies youth problems such as education, livelihood, health, abuse, and exploitation, and provides recommended solutions relevant to each barangay and the city.

The Valenzuela City Youth Center serves as the meeting place for VCCYD, information center for youth programs and opportunities, provides guidance and counseling services, central registration center for the Youth Registry Database, and performs other functions deemed necessary by the council.

The CYRD serves as a continuous registration system for the youth in the city, containing detailed background information, assists in verifying qualifications during SK elections, gauges sociological data of the youth, and requires youth organizations with at least 70% youth membership to register.

The Youth Welfare Protection Unit, under the local PNP, handles crimes against youth including abuse, violence, and bullying, investigates exploitation reports, coordinates with VCCYD, and maintains crime records affecting youth to aid policy making.

The SK Federation president serves as Executive Director of the Valenzuela City Youth Center overseeing ordinance implementation under the Mayor; SK Chairmen of barangays assist within their jurisdictions; other SK officers support the implementation of the ordinance's provisions.
