It is the policy-making body through which the Land Bank exercises supervision over the Fund and the Secretariat, chaired by the President of Land Bank and vice-chaired by the Executive Director of the NLSF Secretariat, with representatives from listed government agencies and sectors.

The Executive Director shall appoint personnel based on the DBM-approved organizational structure and staffing pattern; those not absorbed are entitled to separation benefits equivalent to two (2) months latest salary for every year of government service.
It must establish a resource development instrumentality for policy development and capability building of its partners and beneficiaries.
The President of the Land Bank of the Philippines and the Executive Director of the NLSF Secretariat must formulate and issue the implementing guidelines of EO 75.
The NLSF Secretariat must submit annual reports to the Office of the President.
They are revoked, amended, or modified accordingly.
It takes effect immediately, implying that the governance and reorganization directives operate right away, subject to later implementing guidelines under Section 5.
