: Pursuant to Section 3, paragraph 6 of Presidential Decree No. 604, one function of the Ministry is to conduct promotion and fundraising campaigns according to existing laws to generate resources supporting its programs.
: Yes, the Letter of Instructions is subject to provisions of other existing laws, decrees, letters of instructions, and rules and regulations.
: Yes, the Letter of Instructions takes effect immediately upon its issuance.
