Effective January 2, 2003, all PhilHealth members and their employers must use their PhilHealth Identification Number (PIN) and PhilHealth Employer Number (PEN) for transactions to streamline processes such as premium remittance and benefit claims, while also enhancing the Corporation's member database.

The use of the PhilHealth Identification Number (PIN) and PhilHealth Employer Number (PEN) facilitates transactions with PhilHealth such as premium remittance, proper posting of premium contributions, benefit claims availment, and helps establish the Corporation’s comprehensive database.

All PhilHealth members from the government and private sectors and their respective employers, Individually Paying Members (IPM), and Non-Paying Members (NPM) are required to use their PhilHealth Numbers to expedite transactions with PhilHealth.

Retirees and pensioners from the government and private sector considered Non-Paying Members are encouraged, though not required, to formally enlist with PhilHealth for the issuance of their ID cards that indicate their respective PINs.

The forms required are ER1G - Employer Data Record, ER2 - Report of Employee-Members, and M1a - Member Data Record.

Private sector employers and employees should accomplish ER1P - Employer Record, ER2 - Report of Employee-Members, and M1a - Member Data Record.

Individually Paying Members must accomplish the M1b - Member Data Record.

Non-Paying Members should accomplish the M1c - Member Data Record.

The use of PhilHealth Identification Numbers (PIN) and Employer Numbers (PEN) became effective on January 2, 2003.
