RA 11082 upgrades the Southern Isabela General Hospital in Santiago City into a tertiary general hospital known as the Southern Isabela Medical Center (SIMC), and provides for funding to support the upgrade.
It is renamed the Southern Isabela Medical Center (SIMC) and is upgraded into a tertiary general hospital.
The Department of Health (DOH) provides the direct technical and administrative supervision.
It increases the authorized bed capacity from 50 beds to 350 beds.
The DOH must implement the increase over a period of five (5) years from the approval of the Act.
The existing service capability, professional health care services, and health human resource of the SIMC must be upgraded and increased to conform with and be commensurate to the increased authorized bed capacity.
The DBM shall create regular plantilla positions for the health personnel required for a medical center, in consultation with the DOH, and provide corresponding increases in MOOE and PS.
Funding shall be included in the annual General Appropriations Act.
The Secretary of Health must immediately include the implementation of the Act in the Department’s program.
Within ninety (90) days from the approval of the Act.
Republic Act No. 3138 is repealed, which established the Southern Isabela Emergency Hospital; Republic Act No. 8338 is repealed, which upgraded it to Southern Isabela General Hospital.
It repeals RA 3138 and RA 8338 and also repeals/amends/modifies all other laws, decrees, orders, issuances, rules and regulations, or parts thereof that are inconsistent with RA 11082.
It takes effect fifteen (15) days after its publication in the Official Gazette or in any newspaper of general circulation.
It changes the hospital’s classification (to tertiary), its name (SIMC), increases its authorized bed capacity, and places it under the DOH’s direct technical and administrative supervision.
It provides permanent staffing for the health personnel needed for a tertiary medical center, supported by increased PS and MOOE in order to match the expanded bed capacity.
