Republic Act No. 9157 establishes the University of Rizal System, integrating state colleges in Rizal province to provide higher education and promote research and development in science and technology, with the main campus determined by the Commission on Higher Education.

RA 9157 (approved August 11, 2001) establishes the University of Rizal System in the Province of Rizal by integrating specified existing state colleges and a campus annex, and provides appropriations and related provisions for its operation.

The Rizal State College and its extension campuses in Angono, Binangonan, Pililla and Rodriguez; the Rizal Polytechnic College and its extension campus in Cainta; and the Rizal Technological University – Antipolo Annex.

The Commission on Higher Education (CHED) determines the main campus.

To primarily offer higher professional and technical instructions and training in science and technology and to promote research, extension and production services, advanced studies, and specialized training relevant to the development goals of the Province of Rizal.

A reasonably-sized laboratory school may remain and operate subject to maintaining a College of Education within the University. The University may also adopt public elementary and secondary schools in the Province of Rizal as pilot centers through a memorandum of agreement with the Department of Education, Culture and Sports (DECS).

The CHED Chairman (chair); the University president (vice chair); Senate Committee on Education, Culture and Arts chair (or representative); House Committee on Higher and Technical Education chair (or representative); NEDA regional director; DOST regional director; federation presidents of faculty associations, student councils, and alumni associations; and two (2) prominent citizens.

They are chosen from at least five (5) qualified persons in the Province of Rizal recommended by a search committee constituted by the University president in consultation with the CHED chair.

A majority of all members holding office constitutes a quorum, but the chairman of the Board or the president of the University must be present.

At least once every quarter. The chairman may call a special meeting whenever necessary, with members notified in writing at least three (3) days prior.

The president of the University heads the administration. The Board appoints the president upon recommendation of the CHED, in consultation with a duly constituted search committee.

The president has a four (4)-year term and may be reappointed for another term. During transition, the CHED chair appoints an officer-in-charge pending appointment of the first university president.

The Board designates an officer-in-charge pending appointment of a new president. If the successor serves more than two (2) years, it is considered as one full term for that successor.

The Board may fix tuition and necessary school fees after due consultations. Fees and charges, including government subsidies and other incomes generated, constitute special trust funds deposited in authorized government depository banks; interests form part of the same funds. Income from tuition and auxiliary services may be retained and disbursed for university programs, with fiduciary fees disbursed for their specific purposes.

Purchases and other transactions entered into by the University through the Board are exempt from all taxes and duties.

Assets and liabilities, and personnel and records of the integrated institutions are transferred to the new University. Positions, rights and security of tenure of personnel employed under existing laws prior to absorption are not impaired, and incumbents remain in the same status until otherwise provided by the Board.

The parcels are declared property of the University and titled under its name, but if the University ceases to exist or no longer needs the parcels, the same are transferred to the Province of Rizal, which may only utilize such land (or its equivalent monetary values) for higher education purposes as mentioned in the Act.

The Treasurer of the Philippines shall be the ex officio Treasurer of the University.

Section 14 prohibits denial of admission due to sex, nationality, religion, or political affiliation, and mandates scholarships/affirmative action programs for poor but deserving students. Section 15 prohibits religious opinion or affiliation from being inquired into for appointment of faculty, but no faculty member may teach for or against any particular church or religious sect.
