The UTP aims to ensure close supervision of the program, facilitate the transfer of technology, and enable the turnover of responsibilities from expatriate workers to Filipino understudies, in accordance with Section 9 of Department Order No. 5, Series of 1989.
The Regional Office is responsible for evaluating the qualifications of both the alien worker and the understudies to ensure effective transfer of technology.
An interview of understudies prior to UTP approval shall be undertaken whenever deemed necessary by the Regional Office.
The UTP shall not exceed a maximum duration of five (5) years as provided under Department Order No. 7, Series of 1990.
For industries without existing standards, the UTP duration shall strictly adhere to two (2) or three (3) years as specified in Section 6 of Department Order No. 5.
The Regional Office shall regularly monitor the progress of the UTP through semi-annual progress reports submitted by the alien workers and understudies, and assess progress during renewal of Alien Employment Permits via interviews with understudies.
Employers are required to submit a UTP Terminal Report within fifteen (15) days after completion of the program, indicating the status of the understudies as per Section 9 of Department Order No. 5.
The Bureau of Local Employment supervises the implementation of the UTP and submits annual reports on program implementation to the Office of the Secretary.
Regional Offices must provide copies of approved UTPs, semi-annual progress reports, terminal reports, and monthly monitoring forms to the Bureau of Local Employment.
