To enhance the reliability of Registered Mail services, the Postmaster General mandates immediate return of Registry Return Receipts (RRRs) to mailers, with distinct procedures for government agencies, law firms, and individual senders, ensuring proper tracking and accountability in the mailing process.

The purpose of the Registry Return Receipt (RRR) is to enhance the Registered Mail service by providing proof of delivery to the sender, ensuring reliability and safety through documented return receipts, for which mailers pay an additional fee.

Government agencies, law firms/lawyers, companies, and regular bulk mailers of Registered Mails are required to claim their RRR at the post office of mailing.

RRRs are distinguished using two colors: Pink-colored RRRs for business mailers and Blue-colored RRRs for individual mailers.

The post office of mailing must maintain daily control and records of all Registered Mails with RRR, ensure complete and proper data on Registered Mails, monitor the return of RRRs, and deliver or return them to the sender/mailers especially for government, business, and bulk mailers.

The post office must verify completeness of sender and recipient details, mark or rubber stamp the name of the post office on the RRR, record the RRRs in the registry book, and designate an incharge to monitor and control the return of RRRs.

The Postmaster or their designate shall notify and follow up with the destination post office to know the status of the mail and ensure return of the RRR. Failure to return the RRR after follow-up may be reported to the Office of the Assistant Postmaster for Operations.

They must properly record the Registered Numbers with RRR, ensure Letter Carriers return the RRRs immediately after delivery, follow up if RRRs are not returned within three days, and return the RRRs to the correct post office via DEMS.

A Delivery Certification shall be immediately issued without any fee required from the sender.

The concerned Postmaster and the designated incharge shall be held liable in case of complaints due to non-compliance with the order on the treatment and return of RRRs.

This Memorandum Circular took effect on April 15, 2009.
