The main purpose of Republic Act No. 11279 is to transfer the Philippine National Police Academy (PNPA) and the National Police Training Institute (NPTI) from the Philippine Public Safety College (PPSC) to the Philippine National Police (PNP), amend certain provisions of Republic Act No. 6975 related to this transfer, and provide for their administrative and operational supervision under the PNP.

The Philippine National Police (PNP) has administrative and operational supervision and control over the Philippine National Police Academy (PNPA) and the National Police Training Institute (NPTI).

The PNP is tasked with absorbing the office of the National Action Committee on Anti-Hijacking (NACAH), all functions of the Philippine Air Force Security Command, and the police functions of the Coast Guard. It shall also have adequate land, sea, and air capabilities and all necessary resources, and shall supervise and control PNPA and NPTI for efficient and effective police training.

The NPTI is responsible for the mandatory and leadership training of all police non-commissioned officers (PNCOs) and shall be headed by a Director with the rank of Police Major General.

The PNPA is described as the premier institution for police education and the primary source for commissionship of police lieutenants. It shall be under the direct administrative and operational supervision and control of the Chief of the PNP.

The PNPA is headed by a Director with the rank of Police Major General, assisted by a Deputy Director with the rank of Police Brigadier General. It also has a Dean of Academics and a Commandant, both with the rank of Police Brigadier General.

All personnel, properties, facilities, records, equipment, funds, appropriations, rights, liabilities, and assets of the PNPA and NPTI are transferred to the PNP as per the new law.

Within 120 days, the Chief of PNP must submit a revised table of organization and staffing patterns for PNPA and NPTI. Personnel shall be transferred and continue their duties and benefits. An inventory of assets must be conducted by PNP, PPSC, PNPA, and NPTI. The PNPA will accommodate BJMP and BFP cadets for five years while a separate academy is being created for them, and a five-year transition plan shall be implemented by the Secretary of DILG.

For five years from the act's effectivity, the PNPA will continue accommodating BJMP and BFP cadets. The budget for this training shall be charged to their respective appropriations. A separate academy for BJMP and BFP may be created by the DILG in consultation with PPSC.

The Act took effect fifteen (15) days after its publication in the Official Gazette or a newspaper of general circulation.
