Executive Order No. 328 transfers the operational supervision of MECO from the Office of the President to the Department of Trade and Industry, aiming to facilitate coordination and promote cooperation between the Philippines and Taiwan in economic, trade, cultural, and economic matters.

The Manila Economic and Cultural Office Inc. (MECO) is established to promote cooperation in economic, trade, cultural, and economic matters between the Philippines and Taiwan on a people-to-people basis.

MECO is placed under the operational supervision of the Department of Trade and Industry (DTI).

The transfer was executed under the authority of Book III, Title III, Chapter 10, Section 31(3) of the Administrative Code of 1987, which authorizes the President to transfer any agency under the Office of the President to any other department or agency.

Section 1 of EO No. 229 series 2000 was amended to reflect the change in operational supervision of MECO to the DTI.

Section 4 states that supervision over the principal office in Manila of MECO and its branch offices in Taiwan is placed under the Department of Trade and Industry.

Placing MECO under the DTI facilitates coordination of policies and programs related to trade, industry, and investment between the Philippines and Taiwan.
