To transfer the Intellectual Property Office (IPO) from the Office of the Executive Secretary to the Department of Trade and Industry (DTI) to facilitate coordination of policies and programs.

It was adopted on 09 Aug. 2004 and it states effectivity immediately, meaning it became effective upon issuance/publication consistent with the EO’s immediate effect provision.
