President Benigno S. Aquino III signs Executive Order No. 35, transferring control of the Philippine Center on Transnational Crime (PCTC) from the Department of the Interior and Local Government (DILG) to the Office of the President, aiming to enhance coordination and collaboration in combating transnational crime.

Q&A (EXECUTIVE ORDER NO. 35)

The Philippine Center on Transnational Crime (PCTC) is a government agency tasked to formulate and implement a concerted program of action involving all law enforcement and intelligence agencies to prevent and control transnational crime.

The PCTC was originally created under Executive Order No. 62 (s. 1999) and was placed under the control and supervision of the National Police Commission.

The Department of the Interior and Local Government (DILG) had control and supervision over the PCTC under Executive Order No. 735 (s. 2008).

The transfer aims to enhance coordination among government agencies for a whole-of-government approach to efficiently combat organized transnational crime and to link national efforts with international agencies involved in the global campaign against transnational crime.

Section 31, Chapter 20, Title III, Book III of the Administrative Code of 1987 grants the President the continuing authority to reorganize the administrative structure of the Office of the President.

It took effect immediately upon publication in a newspaper of general circulation.

Section 2 provides a repealing clause, stating that all executive orders, issuances, rules, and regulations or parts thereof inconsistent with this Executive Order are repealed or modified accordingly.

The primary function of the PCTC is to formulate and implement coordinated programs among law enforcement and intelligence agencies for the prevention and control of transnational crime.

A whole-of-government approach is needed for a more efficient, coordinated, collaborative, and synergized effort against organized transnational criminal activity and to effectively connect national efforts with international agencies and institutions in the global campaign against transnational crime.
