President Ferdinand R. Marcos, Jr. has transferred the Technical Education and Skills Development Authority (TESDA) from the Department of Trade and Industry to the Department of Labor and Employment to enhance policy coordination and efficiency in technical education and skills development.

Executive Order No. 5 transfers the attachment of the Technical Education and Skills Development Authority (TESDA) from the Department of Trade and Industry (DTI) to the Department of Labor and Employment (DOLE) for policy and program coordination.

TESDA was created under Republic Act No. 7796 or the "Technical Education and Skills Development Authority Act of 1994," which mandates TESDA to provide relevant, accessible, high-quality, and efficient technical education and skills development, supporting the development of high-quality Filipino middle-level human resources.

Prior to EO No. 5, TESDA was attached to the Department of Trade and Industry as per Executive Order No. 67 (s. 2018). EO No. 5 transfers its attachment to the Department of Labor and Employment.

The Secretary of Labor and Employment is designated as the Chairperson of the TESDA Board pursuant to Section 7 of RA No. 7796.

The classification and compensation structure shall comply with the salary standardization law and other applicable laws, consistent with Section 16 of RA No. 7796.

No, EO No. 5 explicitly states that nothing shall be construed to diminish or impair any lawful compensation or benefits currently being enjoyed by incumbent officials and employees.

The TESDA Board and its Secretariat shall perform functions in accordance with Sections 8 and 10 of RA No. 7796, which include policy formulation, program coordination, and administration related to technical education and skills development.

EO No. 1 (s. 2016) placed TESDA under the supervision of the Cabinet Secretary, and EO No. 67 (s. 2018) transferred TESDA's supervision to the Department of Trade and Industry.

All orders, rules, and regulations inconsistent with EO No. 5, including relevant provisions of EO No. 67 (s. 2018), are revoked, amended, or modified accordingly.
