Q&A (EXECUTIVE ORDER NO. 520)

Before Executive Order No. 520, the PCSO was placed under the Department of Health as per Executive Order No. 383 issued on August 22, 2005.

The PCSO is the principal government agency tasked with raising and providing funds for health programs, medical assistance and services, and charities of national character.

Book III, Title III, Chapter 10, Section 31(3) of the Administrative Code of 1987 authorizes the President to transfer agencies to the Office of the President from other departments or agencies and vice versa.

The Presidential Chief of Staff shall exercise the functions of supervision and control over the PCSO for and on behalf of the Office of the President, unless otherwise provided.

All orders, issuances, rules, and regulations or parts thereof that are inconsistent with Executive Order No. 520 are repealed or modified accordingly.

Executive Order No. 520 took effect immediately upon its signing on March 27, 2006.

The transfer was to facilitate coordination of policies and programs to ensure effective implementation of the social agenda of the President, as detailed in the Medium Term Development Plan and the 10-Point Agenda.
