Executive Order No. 436 transfers control of Hundred Islands National Park from the Philippine Tourism Authority to the City Government of Alaminos, granting them full administration and management rights for the purpose of tourism and recreation.

It transfers the management, administration, and maintenance of the Hundred Islands National Park (HINP) from the Philippine Tourism Authority (PTA) to the City Government of Alaminos, Pangasinan.

It encourages the transfer of power and authority from the national government to local government units as part of the government’s devolution program.

Full control of administration, supervision, management discretion, including regulation and awarding of activities and concessions within HINP.

No, the City Government of Alaminos is prohibited from encumbering, mortgaging, or alienating any portion of the HINP; its use is limited only to recreation and tourism-related activities.

All revenues and collections shall accrue to the treasury of the City Government of Alaminos and must be used solely for the management, maintenance, operation, and development of the HINP.

The City Government of Alaminos may opt to absorb necessary PTA-HINP employees. Those not absorbed may continue with PTA if still deemed necessary; otherwise, they are entitled to separation pay and benefits subject to civil service rules.

DENR must be coordinated with by the City Government of Alaminos for preparation of management plans since HINP is a protected area under the NIPAS Act (RA No. 7586).

The Department of Tourism (DOT), Philippine Tourism Authority (PTA), and Department of Environment and Natural Resources (DENR).

All executive issuances, rules, and regulations inconsistent with this order are repealed, amended, or modified accordingly.

It took effect immediately upon signing on June 21, 2005.
