The transfer of two hundred hectares of land from a portion of Lot No. 3895, Cad. 124, located at Barangay San Ramon, Zamboanga City, from the administration of the San Ramon Prison and Penal Farm to the Western Mindanao State University.

The land shall be used for the Western Mindanao State University's College of Agriculture, other allied colleges that may be transferred to the site, and the development of a housing project for all the university employees.

The existing 20 hectares occupied by the College under P.D. No. 1427 is inadequate and deficient for its requirements.

Facilitate the immediate survey and delineation of the 200 hectares, identify technical descriptions, and prepare necessary plans and documents for implementation of the land transfer.

It is immediately adjacent to the northern boundary of the College of Agriculture and has frontage on the eastern boundary towards the seashore.
