RA 10532 became effective on 1 June 2013. Its initial IRR (Joint DOST-PCHRD, DOH, CHED and UPM-NIH Administrative Order No. 001, s. 2013) became effective on 15 November 2013. The revised IRR is dated 19 December 2022 (in 118 OG No. 51, 13772).
To prescribe procedures and guidelines for implementing the PNHRS Act to facilitate collaboration, cooperation, and convergence among stakeholders and achieve the objectives of the Act.
In promoting cooperation and collaboration among stakeholders and integration/convergence of health research efforts, ensuring research contributes to evidence-based health-related policies and actions.
To protect and promote the right to health, instill health consciousness, and improve quality of life through health research and development facilities; mission of PNHRS is to create/sustain an enabling environment for health research toward evidence-based policies and actions and facilitate engagement of stakeholders.
A framework anchored on Essential National Health Research principles (inclusiveness, participation, quality, equity, efficiency, effectiveness) connecting and converging with wider health/economic/political/educational/S&T systems, operationalized by individuals and institutions involved in health R&D.
PHREB is the national policymaking body on health research ethics created under DOST Special Order No. 091, mandated to ensure all phases of health research adhere to universal ethical principles protecting health research participants.
To: (a) link health research to health system needs; (b) ensure research investments yield most benefit; (c) promote good governance in ethical, efficient, effective, transparent health research management; (d) engage in national/international partnerships/networks; and (e) ensure sustainability of resources for health research.
By employing internationally accepted health technology assessment (HTA) methodologies to determine cost benefits of health research.
DOST: at least 20% of its Grants-in-Aid budget to health research; DOH: 100% of its priorities funded; CHED: at least 20% of its research budget to health research accessible to public/private HEIs (with CHED MO allocating funding and adopting PNHRS Health Research Registry System); UP Manila: experts’ time equivalent to 2% of its MOOE.
Governing Council (GC), Steering Committee, Technical Working Committee (TWC), and Secretariat (as described in Section 9 of RA 10532).
DOST Secretary (Chair); DOH Secretary (Co-Chair); CHED Chair; UP Manila Chancellor; National Nutrition Council Executive Director; PCHRD Executive Director; and five (5) private sector representatives.
They are appointed by the President of the Philippines for a term of two years. Four are governed by EO 128, Sec. 16; the fifth represents a recognized health civil society organization.
Recommend policies to the GC; provide oversight on implementation/harmonization and allocation of PNHRS funds; coordinate/harmonize TWCs activities; monitor and report progress to the GC. It may also coordinate other TWCs.
Twice a year at every first and third quarter.
The GC creates TWCs aligned with research themes based on country health needs and WHO’s six building blocks for universal health care. TWCs develop/monitor strategic plans, work closely with stakeholders and the Secretariat, and may be increased or decreased based on GC determination. Chairs/members serve two years renewable once.
All researches involving human participants must undergo ethical review and clearance before implementation to ensure safety, dignity, and well-being of participants.
PHREB accredits RECs; only RECs granted accreditation by PHREB may conduct ethics review. PHREB maintains an updated registry and accreditation fees are subject to approval of the DOST Secretary.
Implementing institutions, regional consortia, and their network members must input to PNHRS databases/monitoring systems and submit annual reports regardless of funding source. All health researches must be registered in the Philippine Health Research Registry and, when published, to the national repository (HERDIN). The Secretariat must develop guidelines for sharing research information.
Fifteen (15) days after its publication in any newspaper of general circulation and upon filing at the UP Law Center in accordance with existing law.
