The 1973 Constitution of the Philippines establishes the national territory, principles and policies of the state, criteria for citizenship, and fundamental rights and protections of individuals.

Questions (EXECUTIVE ORDER NO. 292)

It is known as the “Administrative Code of 1987.”

Any unit of government, including a department, bureau, office, instrumentality, government-owned or controlled corporation, or a local government or a distinct unit therein.

An agency expressly vested with jurisdiction to regulate, administer or adjudicate matters affecting substantial rights and interests of private persons, with principal powers exercised by a collective body (e.g., a commission, board, or council).

The Philippine archipelago (islands and waters embraced therein) and other territories over which the Philippines has sovereignty or jurisdiction, including terrestrial, fluvial, and aerial domains: territorial sea, seabed, subsoil, insular shelves, and other submarine areas; the waters around, between, and connecting islands form part of internal waters.

Autonomous regions, provinces, subprovinces, cities, municipalities, and barangays.

Those who were citizens at the adoption of the Constitution; those whose fathers or mothers are citizens; those born before January 17, 1973 of Filipino mothers who elect Philippine citizenship (unless deemed to have renounced); and those naturalized under law.

The Filipino citizen spouse retains Philippine citizenship unless by act or omission deemed under law to have renounced it.

Dual allegiance is inimical to the national interest and shall be dealt with by law.

No suit shall lie against the State except with its consent as provided by law.

After fifteen (15) days following completion of their publication in the Official Gazette or in a newspaper of general circulation.

In interpreting a law or administrative issuance in all official languages, the English text controls unless otherwise specifically provided; in case of ambiguity, omission, or mistake, the other texts may be consulted.

Section 21: If a law expressly repeals a prior law that later repealed it, the first repealed law is not revived unless expressly so provided. Section 22: If a law impliedly repeals a prior law and is itself repealed, the prior law is revived unless the repealing law provides otherwise.

Ignorance of the law excuses no one from compliance.

Publication of any law, resolution, or other official documents in the Official Gazette shall be prima facie evidence of its authority.

Labor Day is on May 1.

Public office is a public trust; officers and employees must be accountable to the people and serve with utmost responsibility, integrity, loyalty, efficiency, act with patriotism and justice, and lead modest lives.

Authority includes power to administer oaths, summon witnesses, and require production of documents by subpoena duces tecum.

A public officer is not civilly liable for acts done in performance of official duties unless there is clear showing of bad faith, malice, or gross negligence.
