It must enable passengers to view: (1) the TNC-accredited driver’s name and photograph, (2) the vehicle’s license plate number, and (3) the case number issued by the LTFRB on the device used to connect to the application, before the trip begins.
The app must make the rate structure transparent before the passenger confirms the ride and must clearly display the total fare, or a fare range, or rates by distance or time.
It must include a complaint mechanism for passengers to register complaints or report lost items, and it must include the LTFRB hotline number of the Board.
The TNC must conduct a criminal background check and screening to all applicant-drivers before endorsing them to the LTFRB.
The driver must: (1) possess a professional Driver’s License; and (2) demonstrate ability to read, write, and speak Filipino and English.
Accredited TNCs must establish a continuing Training Program for accredited drivers to keep them updated on the use of the digital technology application, safety and standards, and the applicable terms and conditions.
It requires a “zero tolerance drug and alcohol policy” with respect to accredited drivers.
The TNC must issue an identification card with a photograph to each driver it accredits; the driver must wear the identification card during the pre-arranged ride.
Within thirty (30) days from issuance of the Certificate, the TNC must provide the LTFRB with the mechanism on how to check and verify whether a driver is active on the dispatch system application, en route to the passenger location, or engaged with a passenger. Specific information on drivers, passengers, or rides must be provided upon LTFRB request.
(a) Within twenty-four (24) hours from receipt of report or reliable information of assault or robbery. (b) Within twenty-four (24) hours from receipt of report or reliable information whenever a driver’s accreditation has been revoked. (c) Within forty-eight (48) hours whenever its accredited owner/drivers are convicted of criminal offenses bearing on fitness to operate TNVS (e.g., theft, fraud, robbery, assault, sex crime, alcohol, drugs, prostitution). (d) Within seventy-two (72) hours whenever an owner/driver is involved in an accident resulting in physical injuries or death.
The TNC must not allow accredited TNVS vehicles to be installed with a toplight or taximeter.
Only if authorized by the airport management; otherwise, the TNC shall not facilitate airport pickup.
The TNC must have a trade dress for proper identification of the vehicle associated with the particular TNC. Drivers must make the trade dress visible whenever engaged in a pre-arranged ride. Magnetic or removable trade dress is acceptable.
A TNC shall only allow duly franchised TNVS vehicles to provide pre-arranged rides through its app. The Accreditation Certificate cannot be sold, assigned, leased, or otherwise transferred or encumbered.
Any willful violation or non-compliance with the Terms and Conditions is a ground for cancellation of Accreditation, subject to notice and hearing.
