The Talisay Sports Academy and Training Center is to be established in the City of Talisay, Province of Cebu.
The primary purpose of the Talisay Sports Academy and Training Center is to serve as the primary sports development and training center for the whole Province of Cebu and the neighboring towns.
The Province of Cebu with the City Government of Talisay, in coordination with the Philippine Sports Commission (PSC), are responsible for upgrading and modernizing existing facilities, equipment, and personnel.
They are mandated to create the necessary training programs and competitions, as well as develop a system for maintenance and management of the facilities.
Funding will come from the government of the City of Talisay, funds allocated by the Province of Cebu, grants from the PSC and the Office of the President, and other grants and endowments from local or foreign sources.
The Department of Education (DepED) shall include the operation of the Talisay Sports Academy and Training Center in its programs.
The funding shall be included in the annual General Appropriations Act as part of the Department of Education's programs.
The Philippine Sports Commission (PSC), in coordination with the Department of Education, the Provincial Government of Cebu, and the City Government of Talisay, shall promulgate the IRR within ninety (90) days after the enactment of this Act.
The Act took effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
