Section 12, Article III of P.D. 1308 (“Law Regulating Environmental Planning Profession in the Philippines”) requires an examination for registration of qualified applicants for the practice of environmental planning.

Section 15 of P.D. 1308 provides the various subjects to be covered in the licensure examination.

The Board cited its quasi-legislative (rule-making) power under Section 8, Article II of P.D. 1308.

It adopts the syllabi of the subjects in the Environmental Planning Licensure Examination (Annex A).

Upon approval by the Commission, it shall be effective after fifteen (15) days following its publication in the Official Gazette or any newspaper of general circulation, whichever is earlier.

Memorandum Circular No. 8 (Series of 1992), Res. No. 265 (Series of 1993), and Memorandum Circular Nos. 93-03 and 93-04 (Series of 1993).

It provides the basis for examination questions to be inputted into the test questions bank.

Physical Planning Aspects is weighted at 25%.

Physical planning means the rational use of land for development purposes; it is a foundation for related subjects and promotes understanding and respect for the natural endowments and realities of the physical environment.

Examples include: (1) land use planning as a strategy for growth and development; (2) proper allocation of land for future development; (3) maintenance of ecological balance between forest and non-forest use; (4) preservation/conservation of unique or special natural features; (5) protection/conservation of environmentally critical areas and prime agricultural lands; (6) urban land use planning (location, intensity, amount of development); (7) physical infrastructure development.

Social Planning Aspects is weighted at 20%.

Social Planning refers to activities concerned with planning, development, and management of social services/facilities required by specific population groups or communities (at various geographic levels).

Demography; Education; Housing; Health Services; Social Welfare Services; Protective Services; Sports and Recreation.

The literacy ratio of the adult population is used as one social indicator to gauge the area’s level of development.

Improving the socio-economic status of the lowest thirty percent (30%) of the income percentile of the population, including programs such as nutrition, family planning, education, and self-employment.

Economic Planning Aspects is weighted at 20%. Economic Planning refers to activities aimed at uplifting quality of life and income levels through assessment of advantages from economic activities (agriculture, industry, tourism, services, etc.), guiding a locality’s functional role and development based on comparative/competitive advantage.

Commerce (types of commercial activities and adequacy/future needs, location and accessibility); Industry (feasible industrial activities based on raw materials and infrastructure/strategic linkages, and land-use compatibility); Tourism (identify attractions and tourism potential; develop tourism base; conform with standards and regulations); Agriculture (assess past/potential productivity; suitability analysis; develop high value cash crops for income and food security).

It covers general principles of planning legislation and administration promoting environmental planning and general welfare; includes working knowledge of PD 1308 and implementing rules; familiarization with laws and issuances pertaining to planning; administration and implementation; formulation of rules/standards and plan implementation mechanisms; and zoning ordinances as tools for LGUs. Weight is 20%.

It is designed to determine the examinee’s awareness/knowledge of new approaches and techniques for special planning areas identified and proclaimed through legal orders. Weight is 15%.
