The Philippines complies with the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978.

The Regional Trial Court denied the TRO, finding that PMI did not have a clear right to the TRO and failed to prove that it would suffer irreparable damage compared to potential harm to the reputation and recognition of graduates.

The Maritime Training Council, Department of Labor and Employment, Office of the President, Department of Foreign Affairs, Professional Regulation Commission, Commission on Higher Education, Overseas Workers Welfare Administration, Philippine Overseas Employment Administration, Philippine Coast Guard, and Maritime Industry Authority supported the closure order.
